NPDES Permits for Stormwater Discharges Associated with Construction Activities

 

Projects that will generate earth disturbance of one (1) acre or greater are required by Pa Code Title 25 Chapter 102.4 to complete and obtain a National Pollutant Discharge Elimination System (NPDES) Permit. Projects which propose discharges to waters with a High Quality (HQ) or Exceptional Value (EV) designated or existing use (relating to Chapter 93 water quality standards), including wetlands, must apply for an Individual Permit. Projects located outside of HQ and EV watersheds may qualify for the PAG-02 General Permit; consult the PAG-02 NOI instructions for the complete list of eligibility criteria.

 

All surface waters in Huntingdon County are tributary to the Chesapeake Bay which is covered by a watershed wide EPA-approved Total Maximum Daily Limit (TMDL). For both Individual and PAG-02 General permits, all stormwater discharges to TMDL surface waters must either be managed through a non-discharge alternative or Antidegradation Best Available Combination of Technologies (ABACT) BMPs.

 

The E&S technician can guide you through the needed permit and application process. Other permits may be required depending on the type and scope of project that you are planning. If you have any questions or concerns, please contact the HCCD office and request a Pre-Application meeting with the E & S Technician.
